This is an excellent little blue glass oil lamp base and burner. It is marked P. & A. on the knob, which stands for Plume and Atwood, an early company out of Danbury, Connecticut in the late 1800's and into the 20th century. It's a quality piece. The octagonal shape and Greek Key edging may be a Heisey Design. I've tried to research it further, but to no avail.
The wick is moveable, but I have not tried to light it. It stands about 4-3/4" with the burner. The glass base is about 3-1/2" tall and when measured on the diagonal, it is 3". Though the burner is obviously showing its age, the lamp itself is in excellent vintage condition. I've displayed it in my kitchen for nearly forty years. Time for someone else to enjoy. hotsell
