18th century pocket hoops, sometimes called "panniers".
These are closed bottom pockets hoops, so you can store things inside through the slit in the top. The slit opening is reinforced on both sides with stuffed channels, which hold up the top of the hoops and keep them from collapsing inward. Each hoop has and separate ribbon tie through a narrow waistband to go around the waist.
These come in one standard size that accommodates most, but if you have particular fitting concerns---such as a high waist to hip ratio---there is no problem adjusting the fit, as I make each pair to order. I can also do them in different colors if you don't prefer white.
The dress form shown in the pictures is set to a 27" waist, to give you some idea of the ratio =) hotsell
