The cute flutter sleeve is actually part of a second layer for the top. There is a tank top style top under the first layer that keeps you secure and covers your bra but then the fluttery second layer gives a fun, flirty look while also providing coverage to the front and back of your arm. It is a true Romper with shorts and features a thin, soft elastic at the waist.
