Jack Bryan by Dubuis chiffon dress, fully lined, flirty pleated skirt, sleeveless, fitted bodice, softly rolled collar, zipper back, two hooks with thread loops at back of collar, belt with front bow & rhinestone buckle. The style is 17037.
The dress was smaller than my mannequin hotsell, (she measures bust 34", waist 26", hips 36") so I had to leave the zipper open when she wore it, and photograph it again on a half front dress form.
Measurements, taken with dress laying flat, so the waist and bust should be doubled:

The hem of the skirt is rolled and stitched around thin nylon wire to give it a wavy, ruffly and dramatic look.
